Oahu, hands down; but not all inclusive. There is a lot of tour agencies that advertise all inclusive Hawaii vacations but it usually just ends up being a packaged deal and not all inclusive. Be forewarned and know what you are getting into. Oahu may be the least expensive as explained before but they get you on the other stuff such as food prices and such. We just have a lot of hotel space that isn’t getting filled right now that is making it cheap and yes all the airlines come here first before they depart to the neighboring islands.
